I'm using the latest version of Electric which is 8.11. I don't seem
to have Help -> Load Built-in libraries-> MIPS cells there anymore
(thus I had asked that you post the layout/schematic). It could have
been a bug, I'm not sure.
We took the MIPS cells and other libraries out of the Load Built-in
Libraries area in version 8.09 because some of those libraries (i.e.
pads) were changing. We decided instead to locate free libraries on the web:
http://www.staticfreesoft.com/productsLibraries.html
