I think that might be a good way to handle it. Make IP spoofing in bulk email a crime, as well as require all bulk email to have legit return addresses (and in fact, I would be willing to say ALL email must carry a legit return address... help cut down vendictive email flooding). Combine that will required adherance the opt-out requests, and you should be able to stop much of the annoying spam, and still let legit spam thru. Of course, you get back into the issue of the spammer will just move the operation over seas because it will be cheaper... but I don't totally disagree with creating a law that needs to be created even if you know it will hardly be enforced (as long as the only people it IS enforeced on aren't the wrong people that were being targeted).
