I just got another response from the "experts" at AT & T who claim that 
they:

"...apologized that you were misinformed as to which email clients can be 
used by our customers to access their email.  At this time you can use 
any email client that supports "POP" server access.  Due to the fact that 
there are so many email clients available to our customers on the 
Internet we only offer technical support for the Microsoft IE product.  
You may use any other "POP" client but you are responsible for you own 
technical support."

This is how they get around it, claiming we can use what we want, but 
tech support is up to us.
Sure, I told him. Tech support was not needed when it worked, but since 
you changed your servers to limit them to working with ONLY OE, it's not 
a matter of support. It just isn't going to be fixed unless you do it on 
YOUR END.
I've already gone above this bozo's head so who cares what he has to say 
anyway.
