It works in OS 9 as well, but you don't even have to do that. Just 
double-click on the enclosure icon and it will open in your browser.

However, 99% of the time, I find that HTML email is spam. If it's not 
from someone I know (well) and not something I expect, I trash all HTML 
file enclosure without opening them.
