No. 9.2 isn't a free upgrade. It is (was?) available separately, bundled with new macs, bundled with OS X, or from a rebate coupon in OS X boxes. The last bundles I saw (from an iMac flat panel and a PowerBook G4) had Mac OS 9.2.2, so no further update was necessary, which is better.
