Are you sure is was your ISP rather than your own mail action? To avoid 
confusion, maybe it would be valuable to just disable your mail actions 
for a while so you can clearly see what is being done by your ISP.

But what does "proper education" mean? We old farts (and that includes 
me) may rail against the constant downward slide in our society's values, 
but people have been doing that for hundreds of years. Do you expect the 
public education system to work a miracle on kids who's parents don't 
model good values for them? My wife teaches advanced placement US History 
in a high school in an upper middle class mostly white ghetto, so these 
kids are in many ways the cream of the crop- the ones trying to get into 
Harvard, Stanford, etc., and many of these kids will cheat on exams and 
homework if they can get away with it.

Eliminating spamming, cheating, stealing, etc. involves changing the 
entire value system of a society. I don't know how that can be done, but 
I think it will require something beyond "proper education," whatever 
that means. All societies have always had people who exhibit anti-social 
behavior, and no society has fixed it.
