This is indeed the test method and it is in the amendment to 61000-3-3.
 
It has been suggested that this new requirement is intended to specifically
address "inrush current" because the original standard was unclear about
this and there was no specific test method for it.  However, the new annex B
that defines the test clearly indicates in the introduction (B.1) that the
purpose of the test is to address the repeatability issues inherent in
manually operated (presumably mechanical) switches through a statistical
analysis.  If your device does not have a switch or if it uses an electronic
circuit to turn on the power, the test would presumably not be subject to
the variations in question and thus you would not need to perform the test.
Of course you could argue that the AC inlet or plug is a mechanical switch,
however, there's no evidence to me that this was ever intended to be
included.  Unfortunately, by taking this approach, you are left with no
specific method for measuring inrush current and you are back to square one
with regard to whether or not inrush current is supposed to be measured.

Hi all, 
I have recently heard of a requirement in the Flicker standard for "In Rush"
current measurements. 
My understanding of the test is that the EUT is manually turned on and off
24 times. During these times dmax is measured. You then take the highest and
lowest readings and throw them out. You then average the remaining 22
readings.
This has been posed to me from a customer and I can not find any supporting
information other than the fact that some test equipment manufacturers are
beginning to implement the testing capability in their systems.
Any information on this would be greatly appreciated. Thanks in advance for
all the help.
