You have reminded me that I also promised to answer this question for someone else, and I couldn't get the file I needed at the time, so I forgot to follow it up. The requirement has ALWAYS been there (expressed as a voltage change with a specified source impedance, not as a current), but it was not explicit. The 'Millennium Amendment' to THIS standard was not afforded the high priority given to the ME for IEC/EN61000-3-2, but it has now reached the publication stage, although I don't have a publication date. Because this information is urgently required although the standard is not publicly available, an earlier version (very little different) has been 'sort of' made available.
