EN 60950-1:2001 section 2.6.4 deals with this subject. Separate terminals 
must be provided for the "protective earthing conductor" and for the 
"protective bonding conductors". For permanently connected equipment and 
pluggable type A or B, all can be connected to the same stud provided the 
protective earthing conductor is placed first with a nut to separate it 
>from the protective bonding conductors.

We always use separate terminals, one for the protective earthing and one 
for the protective bonding conductors. Each is marked according to 
Section 1.7.7.1 of EN 60950. Lock nuts on the protective earthing add 
security and means that there is no reason to disturb the protective 
earth conductor during maintenance or servicing.
