Depends on type of equipment and country of application. But for example, IEC 60204-1 & EN 60204-1 (Electrical equipment of machines...) 14.1.1 "The connection of two or more conductors to one terminal is permitted only in those cases where the terminal is designed for that purpose. However, only one protective conductor shall be connected to one terminal connecting point." (This in turn generates a somewhat devious debate about how many "terminal connecting points" can you get on one ground (earth) stud. Or was that angels on the head of a ground pin?) Whereas, the US std with roughly similar scope and (since 2002) similar clause numbering, ANSI/NFPA 79, merely states, "14.1.1.3 Terminals for more than one conductor shall be so identified." PS: Before anyone asks, "identified" is defined in NFPA 79 to be the same as in NFPA 70 (NEC) viz, "Identified (as applied to equipment). Recognizable as suitable for the specific purpose, function, use, environment, application, and so forth, where described in a particular code or standard requirement.
