I'll add my 2 mils. It is not the LVD that applies, but the RTTED that would apply, if any at all. Certainly the EMCD doesn't make sense to apply. If this is a MEMS mirror or grating, it might not be treated much different from any IC and perhaps no EU directive applies. If it's a fiber-optic component (literally), it's possible Richard Hughes is correct that IEC/EN60825-2 might apply, but probably only marking and instruction requirements need be considered, if that.
