In any case, the LVD would not apply, which was the crux of my post and I should have been more to the point. With regard to TERMINAL EQUIPMENT, perhaps I'm misinterpreting Article 2(b) of that directive: '"telecommunications terminal equipment" means a product enabling communication or a relevant component thereof which is intended to be connected directly or indirectly by any means whatsoever to interfaces of public telecommunications networks (that is to say, telecommunications networks used wholly or partly for the provision of publicly available telecommunications services)' Almost any piece telecom equipment product falls into this extremely broad definition, including certain "components," whether terminal equipment or not. A pci bus plug-in modem card is a "component" and makes the host equipment a terminal, though isn't really a terminal on it's own. (I hope this doesn't start another semantical discussion.)
