If there were an award for the worst phrase in standards writing this phrase would be the hands down winner. It is vague and so overbroad as to be useless. "connected directly or indirectly by any means whatsoever to interfaces of public telecommunications networks. . . " It applies to anything from headphones attached to a computer with a modem or a sandwich sitting atop of the same computer. (Indirectly connected through the forces of gravity) A silly interpretation - certainly, valid by definition, yes.
