Yes. Hidden in the documentation for the AXIS gui is documentation for the program "hal_manualtoolchange". The hal script configs/sim/axis_manualtoolchanges shows how to use it. The tool change position is still programmed as described in the Basic Configuration section, [EMCIO]TOOL_CHANGE_POSITION.
