The release manager also sends these when the release is announced
on the mailing lists.

click away - see the bottom of the page)

If you upgrade past several/many versions, it seems daunting to read
all the notes - but at least they're still the place to look first
if you have a problem caused by an upgrade.

In the release notes for 2.3.2 I see the relevant change.  Hope this
