HNC and CHNC lathes have resolvers, not encoders.  Rumor has it that 
either the resolvers are 4-pole
or have a 2:1 gear-up so that you get two indexes per spindle rev.  That 
could be fixed with one extra
sensor to qualify the index.  I have a resolver to quadrature converter 
that has worked on the CHNC.
Depending on the vintage, the existing GE servo amps may not be to your 
liking - SCRs and Selenium
rectifiers, looks like something out of Dr. Frankenstein's lab.  You may 
also need to rig a priority encoder
or similar scheme to convert tool turret reed switches to an encoded 
tool number.  At least one CHNC has
been converted with my PWM controller and servo amps, some others were 
done with other velocity
servo amps.
