It looks that way at first, and may turn out to be true, depending on 
options.
But, the Universal stepper controller is more "complete" as it stands.  With
the Mesa, you often have to add breakout boards and adapter boards.

With the Pico Systems boards, there are places to insert up to 8 solid state
relays directly on the main board, and there are 16 opto-isolated inputs
directly on the board, with an integrated DC-DC isolated converter to
power the sense switches etc.  That narrows the apparent price difference
in many installations.
