    Yes, it is a great deal of work to create a truly different theme...
and so you run into diminishing returns. Why spend so much effort
when 'all' it will really do is set new 'images' on the existing desktop
gadgetry?
    It is potentially more rewarding to create a cool looking gui,
even if it's just a matter of identifying some interesting layout
of gadgets (and their themes) to place on the desktop.
    And that is in fact what many users do on their own - they create
a cool gui via such means... And unfortunately, all they can really 'share'
of that.. is a screenshot.

    A user or designer can create their own cool looking desktop by placing
gadgets here and there, etc.. but they can't easily share their cool 
looking
desktop with anyone.
    Shell-theming isn't just about skinning a fixed set of gadgets, it's 
more about
creating a layout of components/gadgets on the desktop(s) that could give
a different look&feel to the whole gui. It's a very powerful, creative 
activity
that many can engage in and share with others - and they can create some 
really
cool, compelling guis... and that brings attention to E.
