Most of what your talking about is already possible, and all of it is 
possible for distro maintainers, It is possible to set and include 
wallpapers, fdo icon themes and cursor themes from within a existing 
profile. As a theme designer about the only thing that wasn't possible 
in e19 was semi transparent windows but i asked nicely and it will be 
possible with e20.

It is possible to ship profiles, I have been doing it with openSUSE for 
ages, it just requires a little work have a look at

just take the profiles in the tar and put them in 
/usr/share/enlightenment/data/config/ normally i create them by logging 
in with a test account setting up my layout then running the right, have

yes it would be kinda nice if there was a more automated way of doing 
that, but its not a distro issue its a core e issue, I think I talked to 
raster about it a couple of years back and like all things its mostly 
just time.

I am slowly working on that theme its about 15% done, the enlightenment 
theme is 10's of thousands of lines of code + all the images you need to 
do, making a theme from scratch would be atleast a man month of full 
time work, this is one of the reasons why there are people working on 
theme editors to make writing themes quicker and easier, I use a bunch 
of scripts that make some of this process a little easier but its still 
plenty of work
