I can definitely produce your problem. I think it is the same as now I am seeing certain categories being duplicated in the Category list after synching. The behavior seems to happen because Entourage is not keeping track of categories imported from Palm Desktop versus synchronized from the Palm and then when it sees the custom category on the Palm, Entourae tries to add the category that it detects on the Palm and fails to detect in Entourage. As for why it is adding it for each item that has the category I don’t know. I think the ID list must be messed up.
Entourage seems to duplicate the categories if you create the new categories and apply them to items or apply categories that do not exist in Entourage to items in Palm Desktop, synch to the Palm (so far nothing has been synched to Entourage), import the items into Entourage instead of synching from the Palm, create a new Entourage category, apply it to a new item in Entourage, and then synch with the Palm. I think this is happening because Entourage is not keeping track of new categories imported from Palm Desktop. Because the normal way of creating a custom category is to create it first on the Palm and then synch it, when Entourage sees the custom categories on the Palm, it adds them to the category list that already contains the custom category.
If you want to fix this, I’d suggest deleting all contacts, tasks, notes, and duplicate categories in Entourage, then try a slow synch (hold down the SHIFT key) with Palm overwrites Entourage. If that doesn't work, you may need to rename your identity, create a new one with the name of the Palm user, and synch with nothing in Entourage. Then re-create your accounts, etc. This will work fine if you are not storing your mail locally, otherwise, you’ll have to drag all the messages to the desktop while in one identity and then drag them into the new identity.

Thanks for looking at this problem. The EUR characters you are seeing in the
email are actually bullets (0xA5).
I don't exactly remember what I did but I think it was something like:
1) Brought my Palm up to date using the Palm Desktop application.
2) Imported everything from the Palm Desktop (including categories)
3) Imported mail and some contact into Entourage
4) Created the <bullet> Junk <bullet>, <bullet> Mailing Lists <bullet> and
<bullet> Local <bullet> categories
5) Tweaked the data in Entourage (including combining contacts I had in both
and setting most of the old OE contacts to not sync with the Palm)
6) Synced back to the Palm overriding with the data from Entourage.
Now all I do is sync.
