It is actually a bit complicated.

We can only support categories that are created on the Palm because they
have a limitation of 15 categories per application, except for Calendar.
Entourage supports Unlimited Categories across the entire application, and
unlimited categories for each record. Synching up from the Palm is
significantly easier than synching down to the Palm due to all the complex
mapping that we have to do. There are also some significant performance
implications when trying to keep the category lists in sync.

I don't recall how Palm Desktop deals with this issue, but I do know that a
number of third party conduits for Windows and Outlook also have this
limitation. My previous experiences with Palm Desktop were mixed. I often
had category problems when I created or made changes to them on the desktop.
