Because right now, if you have a message window open there is no way to tell what folder the message currently resides in -- this is probably the biggest interface shortcoming in E, IMO. If the button/menu said the name of the enclosing folder, with an arrow, it would both tell the user the enclosing folder, and provide an indication that there was a menu for moving the message to another folder. This is the way a few other email clients handle folders, and I think it's clearly a better approach, as it provides the current functionality as well as additional information.
