Maybe worthy to mention that MLM rules and JMF similarly won't run
unless enabled.

That explains a few things... somehow I thought Enabling was just for
auto-applying on downloading. That's how Schedules work: Enabling means
"runs automatically", but you can still run a non-enabled Schedule
manually and it runs. I guess I've been rather foolishly expecting
Schedules and Rules would have consistent behaviour, and that "All
Rules" means "All Rules". This way is actually better, giving what most
people would want. I guess "Apply All Rules" should actually read "Apply
All Enabled" since it's already a submenu of "Apply Rules" and everyone
would know what it means. A feature suggestion  to write up?
