I didn’t think I had Jaguar with me (I am overseas) but I found it. When I put the disk in it I could find only Disk First Aid, which opened up System 9.2 and then a message said I couldn’t use that...Why would a OS X disk have that useless utility on it? Where do I find Disk Utility?

You have to install OS 10.2. Disk Utility not something you pick off a CD. (OS 9's Disk First Aid will be on the CD for people installing OS X for the first time from an OS 9-booted computer and may be having installation problems. It's not useless by any means. I must say that all your requests to this list so far seem to come accompanied by various expressions of contempt that people who help you have to ignore or get past. Do you really find that they help?)
If you have previously installed Jaguar, you go to Applications/Utilities/Disk Utility and open it. On its First Aid tab, there is a button to Repair Disk Permissions. Click it.
If you are still in OS 10.1, you have to first upgrade to 10.1.5 via Software Update, then download from Apple the Repair Utility, which does (almost) the same thing. It was the first version.
To look for any item, such as "Disk Utility" use Jaguar's own "Find" in the File menu. It is superb, and has replaced (or restored from "useless" OS 8) Sherlock as the search mechanism on your own computer. Sherlock is now just for searching the internet.
