In Spain it is possible to use flash almost everywhere.

Unfortunately this is changing and more and more often not only flash and
tripod is becoming forbidden but even in my last trip to Burgo de Osma, very
nice catedral in Castilla, no picture was allowed. Just for this kind of
event I always carry on my pocket a Ricoh Gr-1 with his 28mm f:2,8 and
400/800 asa film so that interior was captured. The situation may vary
depending of size of the town, generally easier for taking pic in smoll
towns, but is going to general prohibition. In Italy, where I'm going every
year, situation is going worse. All the nice interior of Palazzo Ducale in
Venezia was taken with the Ricoh.
