Yes, great and (relatively) lightweight setup when exploring a city for photo opps.
You're covered from 20 to 200mm. The 200mm is one of my favourite lenses, I simply
love it. The 20mm is good for extreme perspectives and has less distortion than the
wide angle zooms. The 28-135 is extremely versatile, although distortion is sometimes
a problem. I add the 50/1.4 or 85/1.8 to the setup when I feel like taking pics with
very shallow DOF. Nice effect at times even for city pics. Of course, if you're not
satisfied with the image quality of the 28-135 the 70-200L is your best bet at the
moment. Add a 20/2.8 and 28-70L to cover the rest of the focal range with equal or
better quality. A quite costly plan, though, but you can always go the used route like
I did. Chances are, if you wait for the 70-200 IS version, it won't come for years.
OTOH, if you don't wait, rest assured it will be released in January. ;-) No matter
what you do, it will be wrong. :-( (Well, not really, you can't really go wrong
with the 70-200L or 200L prime) I can still hear the people who talked about the
"overdue" replacement for the EOS 5 several years ago ...
