In a simple world, all you 'd have to do is to meter for the building, open the
shutter for the time needed to expose it correctly and manually flash the car
when it's in position while you're still exposing for the building...

... But in this world, it sounds to me like "Mission: Impossible"  ;-)

I went once to the border of the highway to catch what you called "ghostly" cars
in the run. I was *really*  at the border, just behind the protection fence,
using the 380ex to flash the cars and 2nd curtain sync to have forward light
trails.

The 380ex was not able to put out enough power to expose the car enough as to
record  a full image. All I have are "ghostly" numberplates as their reflective
character made a good record in film.

I was using ISO 100 film. I suppose that if you use ISO 800 (or more), the
recorded image of the car will be more complete but also the time you've to work
will be reduced by 3x (or more) . Other thing to consider is the safety of the
driver. I assume you're at a distance from the track, what will ask for all the
flash power you can put out (several flash units probably). Couldn't that blind
the driver for a little while? I've no experience with that, but if I were you'd
check first with the security dept of the circuit.
