Ask him if he insured it with the shipper, and verify with another body
that it doesn't work.  If he insists it worked when it left, and you
know it doesn't now, maybe you can get the shipper's insurance to pay
for it.  Maybe it is an electric field thing.

Of course if it is from ebay you can threaten neg. feedback, or feedback
on photo.net.  After all, if he is so positive that it should work, he
should always be able to sell it again.  By the way, did you try to
clean the contacts on the camera too?  You might also try it only
partially twisted on, to see if maybe the contacts aren't lining up
right or whatever.
