Ken, was this purchased used?  I missed that point if you said it earlier.

A Canon EF extension tube should work (read, provide aperture reading) with 
all EF lenses.  Sounds like the paperwork was printed before the 28-135 and 
75-300 were introduced.  Maybe it old/new stock.  Also if it's used, sounds 
like you got a lemon.
