Accroding to Canon's own link, it does have 2 UD glass
elements (hoping its not a typo):

Also AFAIK, the L lenses have these "superior"
elements:
"these lenses use special optical technologies
Ultra-low Dispersion UD glass, Super Low Dispersion
glass, Fluorite elements, and Aspherical elements"

(There is a lot here about how and why UD is makes the
lens superior - so perhaps the new 75-300 is really
almost an L ???? that is if the first Canon Link is
correct)
