I think I would wonder about trying to crank a starter through the
wiring that includes the cigarette lighter.

I've seen those ads for those gadgets on the TV / newspaper and I had
the same reaction: yeah, right!! As someone else noted, it is really
suspicious that you could hide the required A-Hs ("cranking power") in
those little boxes. Color me very skeptical.
