If the prop spacer is positively identified as non contributing to the 
vibration, go there : http://www.sacskyranch.com/eng.htm

It lists all possible problems of engine installations. The newly assembled 
engine might have an ignition problem, the engine mount rubbers have been 
mentioned. The carburetor can be at fault, the Spark plugs might be bad, even 
when new. The engine might have been wrongly assembled, wrong parts used - many 
possibilities.

Oh and even if the prop spacer is not the cause for the vibration, I would get 
rid of that. The cowling has adjustable hardware. The mechanics need to open 
their eyes AND their brains.

    You did not indicate what  brand propeller you have, but it seems like the 
71-48 McCauley is suitable for a C-75 installation.
    See the Type Certificate:

    Propeller - fixed pitch metal, McCauley 1A90CF or 1B90CM 26 lb. (-32)

    (a) With Continental C-75 series engines only

    static r.p.m. at maximum permissible throttle

    setting: not over 2100, not under 1950.

    No additional tolerance permitted.

    Diameter: not over 73 in., not under 71 in.

    Also the cowling rails are attached to the airframe with what it looks to 
me adjustable pieces that allow for a proper adjustment.

    Instead of using spacers, which by the way are not clear to me where 
spacers are of help in a too tight fit, just loosen the bolts that are holding 
the attachment hardware to the cowling rails. Adjust , retighten. Done.

    Vibration can be caused by many other things too. Prop being one, more to

    Look for rough or  vibration, to advise on the rough problem one would need 
a little more history like had it ever been run smooth or so.
