It seems that you don't have all the information.

 

The 1320 gross weight increase STC requires ALL the changes needed to
convert to the D model except the stainless steel panel over the header fuel
tank.

 

The C and CD model are eligible to be converted to the D model with that
same list of changes, plus the stainless steel panel over the header fuel
tank.

 

That being the case, if the D model was extensively tested and determined to
be safe at 1400 lb. gross weight, how can the C or CD model not be safe at
1320 lb. gross weight?

 

It's far from a "paper GWI STC."

 

The fact is, the structure isn't changed in either the 1320 lb. STC or in
the conversion to be a D model.
