And, it's possible your prop is not really a 7150 in spite of what your
papers or markings say.

You might want to check that, too.

What is the aircraft gross weight when you only got "2350 RPM at full
throttle cruise below 3000 ft."?  I ask this because I've seen or heard of
planes that had a coarse pitch prop and couldn't get to either high rpm or
normal cruise speeds.
