Hartmut may be right and the engine might be performing poorly. This combination is also symptomatic of a prop pitched considerably steeper than 7150.
If the prop is pitched too steeply, you get terrible climb, low rpm and slow cruise as your engine just doesn't have the oomph to spin that steeply pitched prop. So, don't forget to check that pitch before spending thousands on engine stuff. I'll agree. It does sound like you have one of those two problems.
