Good question! I think the answer is that most people *don't* want an NEV. Thus they don't sell very well.

But that's not to say that nobody wants one. There is a market niche for them. They are in that huge gap between a motor scooter and a "real" car. They are much cheaper than a full size car, and can carry a lot more than a motorcycle. They make sense for very short trips, where the situation guarantees low speeds, and the likelihood of being hit by a big fast vehicle is very low.

Examples include golf carts, maintenance vehicles for running around in a large factory or estate, urban delivery trucks, airport buses and baggage haulers, "cars" for gated communities or resorts, or for very short commutes, etc.
