I assume you mean it prohibits licensing them, not building them.  

That would seem to put a damper on such creative projects as Bob Rice's 
buckboards, or potentially even prototypes for new NEVs.  Not being able to 
leave your driveway sort of kills the fun.  Do you know what the 
justification might be for such a law?
