There is a problem in installing a charging station near the gasoline pumps. 
To do this, the charging station and EV shall have to be a Class I, Division 
I explosive proof installation.  There shall be no standard enclose 
electrical systems in with 20 feet from any dispensing systems that emits a 
explosive atmosphere.

Even in service bays and garages, the standard electrical receptacles, 
switches and other electrical items, shall be not less than 4 feet above 
grade.  In auto service bays all electrical below 4 feet shall be a totally 
enclose explosive proof enclosure.  Conduits raising from floor level to 
above 4 feet grade shall have a seal off in series with the conduit, to 
prevent fumes to enter a non-explosion proof electrical device.

Then there is another distance of up to 30 feet with no standard totally 
enclose electrical enclosures below four feet at voltages up to 600 volts. 
Over 600 volts, the distances is increase to 50 feet or 100 feet total and 
not lest than any open conductors such as power lines that are not less than 
50 feet above grade.

Lets say a EV parks in parking area, where the distance is close to a gas 
pump which is dispending fuel and fumes.  Your EV does not even have to be 
charging to cause a explosion which could be cause by open contactors 
closing during start up.
