Then you need to come by our house sometime.  :-)  My wife is disabled and 
frequently drives one of our EV's.  I believe that soon, certainly within a few 
years, the percentage of disabled folks driving EV's will be about the same as 
those that drive ICE's.  At some point it makes sense to put a charger or two 
between disabled parking places with the rest of the chargers at a farther 
distance from the door.  In many cases (at airport long-term parking, hotels, 
or at workplaces for example), a standard and cheaper 115V outlet will do the 
job because you will be parked there for a number of hours or longer.
