There are funds being generated for public EVSE installations besides
the EVSE companies. Most of the time, the EVSE companies try to leverage
off these available funds/grants to minimized their costs, thus
maximizing their profits. Take a look at the following page, down down
80% of page to the section described ...

S. 332 “The Climate Protection Act Of 2013” New Paradigm And New
Solutions
“A portion of the revenue raised by the carbon tax would be split equally
between EPA and the Department of Transportation and would be used to fund
climate change adaptation programs and infrastructure projects, including
electric vehicle charging stations ...”

Whether it is a fine or punishment monies, or a grant or fund to install
more EVSE, just installing EVSE is not the only thing drivers need. I
really think some of the funding should be going to an overseeing body
to reduce wasteful installations (installed in the least used locations,
too close together, etc.), and also control the level of signage.
Signage provided by the EVSE company's sales rep's as a package deal is
cheap and use-less that is mounted wrong, and totally ignored by ice
drivers. Red-lettered tow-away signage is the least threatening level of
signage I would allow. This overseeing body would allow input by drivers
and EAA or EV-group members, the ones that have plugin driver's needs
at-heart.
