That said (below), what if it was not an installation?
That is: the non-UL approved EVSE was not mounted like an installation,
but in use like the level-1 EVSE most drivers carry with them (an
in-line EVSE that connects to an outlet and the vehicle

Use a dryer or range outlet (6-20, 6-30, 10-30, 14-30; 10-50, 14-50)

The non-UL approved EVSE should have the appropriate plug on it, so when
you come home, you plug it into the outlet and the vehicle in the same
way that you would a level-1 EVSE that comes with a production plugin

As previously posted, it still wouldn't be 'legal' in those cities that
require UL approved EVSE, but it would not be an installation, just a
use of an outlet. I suppose if a driver wanted to take an additional
step to keep from being thought illegal, keep the non-UL approved EVSE
in the vehicle, and only run the AC-input cord out to the outlet.
