So, if I understood Cor's post correctly,
any EVSE (even non Ul approved) that is not hardwired (uses a plug into
an outlet instead) bypasses city law requiring the EVSE permitting
process?
If so, that make life easier. All that is needed is to put in the
outlet. I have heard that in some cities, even that requires some
bureaucracy involvement ('So, why are you installing this? ... Aah, its
for a dryer ... ').
