That is one of the results of over-bearing regulators. Your toaster oven or fridge would not trigger the same response, so that is why almost everyone makes a non-permanent EVSE installation at home, ie plug it in and hang it on the wall versus hard-wired. That way the bureaucracy does not get triggered.
Now, I have nothing against UL (or other safety brands) listing but for a self-built unit from quality parts, it is over-zealous.
