That is one of the results of over-bearing regulators.
Your toaster oven or fridge would not trigger the same response,
so that is why almost everyone makes a non-permanent EVSE installation
at home, ie plug it in and hang it on the wall versus hard-wired.
That way the bureaucracy does not get triggered.

Now, I have nothing against UL (or other safety brands) listing
but for a self-built unit from quality parts, it is over-zealous.

San Jose and most other cities in California require a building permit
before
installing any charging station for a EV. Building permits are not
available
if the equipment does NOT have a UL listing due to code requirements.
This
is important should there be a fire as a result of a failure of some
type.
Installation with out a permit can be very difficult to defend should
the
house be rented or put on the market to be sold. Additionally, should a
inspector see the illegal installation of the devise during a unrelated
inspection, he is required to report his findings. IT IS NOT WORTH
TAKING A
CHANCE.
