NEC Article 625 was created in 1996 at the behest of the US automakers,
specifically to ban all forms of EV charging *except* the porprietary GM
Magnecharger and Ford Avcon systems, which they were promoting at the time.
Never mind that people have been charging EVs for 100 years, with
perfectly ordinary AC outlets instead of special proprietary systems.
Your toaster oven or fridge would not trigger the same response,
so that is why almost everyone makes a non-permanent EVSE installation
at home, ie plug it in and hang it on the wall versus hard-wired.
That way the bureaucracy does not get triggered.
Now, I have nothing against UL (or other safety brands) listing
but for a self-built unit from quality parts, it is over-zealous.
And, it is easy to buy a UL listed cord, a UL listed plug, a UL listed
receptacle, put them in UL listed boxes, and have a "UL listed EVSE".
