I thought that linesmen would routinely attach a grounding wire to the line before touching it, except when they are in a completely insulated bucket to work on a live line, but I doubt that happens much.

I feel certain they will choose small cylindrical cells - which is a good choice for cooling, for resistance to expansion, automated construction (consistency). From previous commentary I have the impression they planned to cool stationary packs (who knows if that was primarily for residential or industrial application), they have clearly thought about it, and are as knowledgeable as anyone. I expect the utilities to be the biggest drag on the system. My friends at Duke Progress sell me cheap power ($0.097/kWh all day long), but they hate letting anyone have control in their stead. I am sympathetic from the POV of line workers, having been a utility tree cutter in my youth. You really want to know the lines are not fed from two directions.
