*"I thought that linesmen would routinely attach a grounding wire to the line before touching it,* *except when they are in a completely insulated bucket to work on a live line, but I doubt that happens much."*
I am just replaying what Duke Progress says, and probably every other utility. The common assumption is that when you pull a fuse there is no chance of any power sources feeding into that part of the grid. They are simply not willing to have a system where the linemen cannot control what is happening. It carries no water that they may not be maintaining their equipment to spec - they get burned up too often even without this extra risk. Stuff happens. I worked as a TV cable construction worker and I got hit often enough by ground wires I had to work near that I understand how you want control over whatever you can get control - for safety's sake. Bucket trucks also fail on occasion. My brother (and a number of other people I know) was burned nicely, he also died temporarily as a novice treeman sent to trim a wet tree in the wires. It all gives you a wariness and respect for it all. What has to happen is that inverters and the NEC has to flex to make grid connections safe and economical. The "smart grid" in theory will proved wireless control of multiple distributed power sources. I don't expect any of this to go quickly. Your best bet if you are impatient is to buy enough PV for your peaks and/or buy enough storage to back up for numerous days - then cut the connection. Without the grid you will likely still have too many cloudy days to maintain normal consumption. Continually improving appliances, LED lighting, conservation, etc., help a lot.
