That may be true in some cases, but I think it depends on the situation. I've mentioned the person I know in France who bought a Renault Zoe about a year ago, and is happy with it so far. I helped with the decision to go EV, the choice of EV, even the purchase itself. I had no hesitation, even though it wasn't going to be possible to fit a wallbox (EVSE) at home for a while, and charging from a domestic socket with the granny cable was going to be a hassle. As it happens, among the public charging points in the area are two very convenient and *free* AC terminals. One is at a local supermarket (7.2kW), and the other in a municipal carpark across from a laundromat (22kW). These were entirely adequate for months. In fact they're still the primary sources of "fuel," and will probably continue to be as long as they remain free. BTW, one more factor makes an EV an easy choice in most parts of western Europe, regardless of housing. Today's real world EV range (200-400km) is more than ample for many people, because a train station is usually a short drive away. Also, at least in France, E.Leclerc hypermarchés are all over the place. They rent ICEV Renaults, and they're now adding EVs. Even here in the States, I wouldn't automatically discourage EV ownership for apartment dwellers. I'd want to evaluate each case.
