THis seems to be the way they are making cars these days. Both my Volt and my Bolt are the same way (bolt is worse)
The only way you can sit in the seat, without being forced to contemplate your bellybutton, is to recline the seat. I don't understand why they are doing this. Perhaps so many people have bad posture that the auto makers are now forcing you to have bad posture AND have the seat in a less safe position? Or perhaps the airbags are causing problems if you have the seat fully upright (like you are supposed to have it), so they have the headrest setup to force you to recline the seat so you don't get hit so hard by the airbag if it deploys.
