It looks like someone found a DYI MOD solution.  It looks like it requires some tools and a bit of effort, but it doesn't look too difficult.

I agree that the head rest should not be such an inconvenience. I assume it is only on the Y.  The steering wheel adjustment on a 3 is rather obscure.  Did you try adjusting the steering wheel on the Y?  I imagine it is near identical to a 3.
