That's a different kind of attachment. I felt up inside this one and there appears to be a flatbar connecting the two.

I agree that the head rest should not be such an inconvenience. I assume it is 
only on the Y.  The steering wheel adjustment on a 3 is rather obscure.  Did 
you try adjusting the steering wheel on the Y?  I imagine it is near identical 
to a 3.
