That's a different kind of attachment. I felt up inside this one and
there appears to be a flatbar connecting the two.

It looks like someone found a DYI MOD solution. It looks like it requires some
tools and a bit of effort, but it doesn't look too difficult.

Yes, the wheel adjusts. I guess your idea of adjusting everything (except the
headrest) every 30 minutes or so is one solution. It might work adequately.
I could also put a firm 1" pad on the seat, moving my whole body forward, which
would effectively reduce the headrest angle. Might cause other problems, hard to say
without trying.
Let's see if anyone else comes up with some ideas, too.

The seat, other than the headrest, is very adjustable and comfortable. If I
tilt it back enough, the headrest will eventually reach a comfortable angle.
But then either I will have too much stretch to reach the steering wheel or my
legs will be cramped up. Perhaps I'm exaggerating a bit, but this is the first
car I've been in that has zero headrest adjustment.
I agree that the head rest should not be such an inconvenience. I assume it is
only on the Y. The steering wheel adjustment on a 3 is rather obscure. Did
you try adjusting the steering wheel on the Y? I imagine it is near identical
to a 3.
